In this regard, Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology, said that the Ministry of Industry and Information Technology has been paying close attention to the problem of "lack of core" of automobiles and working with relevant parties to study countermeasures. Led the establishment of a working group for the promotion and application of automotive semiconductors to strengthen the supply and demand connection between vehicle, parts and chip enterprises; Implement the "Notice" management and enterprise service measures to promote the loading and application of alternative products; Cooperate with relevant departments to investigate and deal with unfair competition behaviors such as hoarding of automobile chips and driving up prices, and take these measures to improve chip supply capacity and strive to maintain the smooth operation of the automobile industry.
Xin Guobin said that with the joint efforts of all parties, the automobile chip supply guarantee work has achieved phased results, which showed that since the fourth quarter of last year, China's monthly automobile production and sales have recovered. In 2021, the production and sales of automobiles in China will reach 26.082 million and 26.275 million, up 3.4% and 3.8% year on year respectively, ending the decline of automobile production and sales for three consecutive years. In January of this year, the production and sales of automobiles in China were 2.422 million and 2.531 million, respectively, up 1.4% and 0.9% year on year. It should be said that the auto industry started this year relatively smoothly.
Xin Guobin said that from the monitoring of key auto enterprises, although the shortage of auto chip supply has been gradually alleviated, there is still a certain gap compared with the demand and production scheduling plan of vehicle and parts enterprises. Considering that major chip enterprises in the world have increased the production and supply of car size chips, new production capacity will be released this year, and the supply capacity of some domestic chip products is also gradually improving, it is expected that the supply situation of car chips will continue to improve.
Xin Guobin said that in the next step, we will take multiple measures to maintain the stable operation of the automobile industry, focusing on the following aspects:
First, strengthen the supply and demand docking. On the basis of past work, we should build an online supply and demand docking platform for automotive chips, unblock the information channel for chip production and supply, and improve the upstream and downstream cooperation mechanism of the industrial chain.
Second, increase production collaboration. Guide vehicle and component enterprises to optimize the supply chain layout, arrange production reasonably, help each other, improve the efficiency of resource allocation, and minimize the impact of core shortage. The configuration efficiency of chips is also very important. Some enterprises' products are marketable and chip shortage has a great impact; Some enterprises' products are not recognized by consumers, so even if they get some chips, no one is willing to buy the products produced, which will cause a resource mismatch for the entire industry.
Third, improve chip supply capacity. Further support the collaborative innovation of vehicle, component and chip enterprises, and steadily and orderly improve the domestic chip production and supply capacity. At the same time, there are still shortcomings in China's application testing and evaluation system, and further efforts will be made in this regard this year.
Fourth, strengthen international cooperation. Automobile is a highly internationalized industry. We must adhere to the direction of globalization, promote transnational chip enterprises to increase the supply of the Chinese market, increase the localization of production layout, and enhance the flexibility and stability of the industrial chain supply chain.
